I already received funds through the Payroll Protection Program (PPP), am I still eligible to use the Bounce Back Program?

Yes. If your business has received significant losses due to the Coronavirus Pandemic, you can still apply for the Bounce Back Program to help pay for eligible bills that are NOT being payed for by PPP funds. For example, you can submit bills for further assistance for utilities, a one-time cleaning cost of your brick-and-mortar business location, and unpaid invoices for inventory loss due to closure.

I am past due on two bills for the same utility. Which bill do I attach to submit for the Bounce Back Program?

Attach your most recent utility bill with the grand total of unpaid utilities. For example, you were unable to pay your March and April electric bills. When you submit your Bounce Back Kankakee Application, submit your May 2020 electric bill which should include the unpaid totals from March and April.

What is Technical Assistance?

If your business has received significant losses due to the Coronavirus Pandemic and is receiving assistance from other CARES Act programs, your small business can consider using the Bounce Back Program to cover one-time costs for Technical Assistance to recover and respond to the Coronavirus pandemic. For example, a small business owner can hire a consultant to write a 5-year business plan, an accountant to improve bookkeeping, purchase an online payment program to increase sources of revenues, and launch a marketing campaign. It is reminded that the cap for business assistance through Bounce Back Program is $4,000.

I don’t have a current City of Kankakee Business License! Can I still apply for the Bounce Back Kankakee Program?

If your business can show documentation of being in operation as of February 15th, 2020, your business can still apply for the Bounce Back Program but will need to submit a completed Business License to the Office of the City Clerk. Acceptance of your Bounce Back Application will only be completed when the acceptance of your City of Kankakee Business License is completed. I had more than 10 employees, but as-to-date I am operating with only 6 employees….or I was forced to close and am currently operating with no employees but intend to hire when I can reopen….or I am the sole operator and owner of my business. Am I still eligible to apply?

If you are operating with 10 or fewer employees at the time of application, you are eligible to apply. If you have been forced to close, but intend to immediately rehire employees upon reopening, you are eligible to apply. If you are the sole operator and owner of your business, you are eligible to apply. The purpose of the Bounce Back Program is to maintain and create jobs and keep our small businesses open.

My street address is in Kankakee, IL? Am I eligible to apply?

Your street address MUST be within the City of Kankakee limits. See map to confirm your primary residences location: http://www.citykankakee-gis.com/. Applicants whose addresses are in Kankakee Township Boundaries or other Kankakee County Township Boundaries, are NOT eligible to apply for the Bounce Back Program.

I own multiple residential properties in the City of Kankakee, can I submit applications for each property?

You can only apply for assistance towards your primary residence. If your other residential properties are rental units, the persons currently renting the properties will need to submit their own application if they meet eligibility requirements.

The total amount of assistance I need is more than $3,000! What bills should I submit?

We strongly suggest that you contact the Economic and Community Development Agency offices at 815-933-0488 to determine which bills you should submit for assistance. The $3,000 is a strict cap on residential assistance in order to help as many residents that we can.

I am already receiving rental assistance from another Community Service Agency. Can I still apply for the Bounce Back Kankakee Program?

The Bounce Back Program is not allowed by Federal Law to repeat any assistance already being providing by another Community Service Agency. If are already receiving assistance for ONLY your monthly rent, you may still be eligible to apply for assistance towards utility bills. Please contact the Economic and Community Development Agency offices at 815-933-0488 to determine if you have residential bills that may still be eligible.
