The applicant requesting a variance, conditional use permit or zoning map amendment (re-zoning) shall submit all items required by this application in a completed format and with original signatures.

Site Plan Review addresses uses and developments appropriate for a zoning district but considers that there may be potential adverse impacts for how a site is designed or used, and that require a more detailed evaluation. The standards and procedures in this Subsection are designed to provide a thoughtful and efficient evaluation of such development applications.

Tax Increment Financing (TIF) is a special funding tool available to local municipalities that spurs economic development which otherwise would not occur. Authorization for the creation of TIF districts is provided to municipalities under provisions of 65 ILCS 5/11-74.4 of the Illinois Municipal Code. When a Tax Increment District (TID) is created, property owners within the district continue to pay the same property tax rates as those outside the district. The difference is that tax collections, over and above the “base value” are placed into a special fund that is used to pay for eligible project costs. The use of TIF varies from project to project, and district to district.

Application for building permit, electrical permit, plumbing permit, mechanical permit, sign permit. The application collects information on the property, owner, contractors, description of the work, estimated values and completion dates, and a site plan.

As of May 1st, 2022, a more streamlined process has been established for City of Kankakee business license applications. All new business license applications will now be processed at the ECDA office. The goal of this change is to encourage business development by processing applications at the office that can guide businesses to the resources they need to succeed. Once our office has gathered all of the necessary documents, everything is then filed with the City Clerk who then issues the new business their license to operate.
