For the second year, the staff of the Kankakee Economic and Community Development Agency (ECDA) have been gathering at different Kankakee locations on the second Thursday of eight months out of the year to hear from residents in what we’ve named our “Community Conversations.” Broadly, these have been the ECDA’s opportunity to gather information from residents about the concerns they have, their wishes for the city, and to get to know the resources available from the department.
More specifically, the data we’ve gathered over the past two years has been guiding the creation of our 2025-2029 Consolidated Plan for our CDBG program. Each year, the City of Kankakee receives annual funding through the CDBG grant program, and a pillar of the grant is that the use of this money is guided by the desires of residents, especially folks who are low- to moderate-income.
The first activity of the Community Conversations asks each attendee what their top four priorities for the city are, and we’ve grouped them into five broad topics: mobility improvements, economic issues, environmental concerns, government communication, and livability improvements.
The input from this year’s participants was strikingly similar to what we gathered last year, so if you read last year’s blog, you may notice that the charts below are familiar. In fact, the top five concerns were the same both years, though we saw four of them shuffle in position. In 2024, the five most frequently recommended priorities from residents were crime prevention, road repairs, employment opportunities and stability, activities and things to do, and well-kept properties.
The chart above was created by counting the number of responses we received in each of these topic areas. It doesn’t mean that only 41% of individuals cared about livability improvements; instead, it means that 41% of the priority recommendations we received were about livability.
Livability covered a wide range of discussions, including access to adequate childcare, increasing supportive services, and crime prevention. Nearly every respondent had a priority that fell into this category, which tells us a lot about what Kankakeeans want to see, and has helped guide us in how we approach the work we plan to do.
The pride and love for Kankakee that participants expressed to us was obvious, even just by showing up at these events to tell us how they want to see Kankakee grow and thrive. We could not be more grateful for every individual who joined us so far. But our understanding of resident needs isn’t complete without your perspective! During this meeting, we will be working on setting city-wide priorities together. We will structure this conversation based on the data discussed above, prioritizing the needs that we have already seen highlighted from residents.

Thursday, October 10, 2024 at 6pm at the City Life Center (1820 E Court Street)
During this meeting, we will be explaining our first draft of the 2025-2029 Consolidated Plan and inviting you to give your input. This conversation will be structured as a formal way to receive feedback on our proposal for how we will use funds received. We build our Plan based on feedback from residents and we want to make sure that Kankakeeans have an opportunity to review what we have put together.

La comunidad habla
Por segundo año, el personal de la Agencia de Desarrollo Comunitario y Económico de Kankakee (ECDA) se ha estado reuniendo en diferentes ubicaciones de Kankakee el segundo jueves de ocho meses al año para escuchar a los residentes en lo que hemos denominado nuestras "Conversaciones comunitarias.” En términos generales, estas han sido la oportunidad para la ECDA de recopilar información de los residentes sobre las inquietudes que tienen, sus deseos para la ciudad y conocer los recursos disponibles del departamento.
Más específicamente, los datos que hemos recopilado durante los últimos dos años han guiado la creación de nuestro Plan Consolidado 2025-2029 para nuestro programa CDBG. Cada año, la ciudad de Kankakee recibe financiación anual a través del programa de subvenciones CDBG, y un pilar de la subvención es que el uso de este dinero se guíe por los deseos de los residentes, especialmente las personas de ingresos bajos a moderados.
La primera actividad de las Conversaciones Comunitarias pregunta a cada asistente cuáles son sus cuatro prioridades principales para la ciudad, y las hemos agrupado en cinco temas amplios: mejoras de movilidad, cuestiones económicas, preocupaciones ambientales, comunicación gubernamental y mejoras de habitabilidad.
Las aportaciones de los participantes de este año fueron sorprendentemente similares a las que reunimos el año pasado, por lo que, si lees el blog del año pasado, es posible que notes que los gráficos a continuación te resultan familiares. De hecho, las cinco preocupaciones principales fueron las mismas ambos años, aunque vimos a cuatro de ellas cambiar de posición. En 2024, las cinco prioridades recomendadas con más frecuencia por los residentes fueron la prevención del delito, la reparación de carreteras, las oportunidades y la estabilidad de empleo, las actividades y cosas que hacer, y las propiedades en buen estado.
El cuadro anterior se creó contando la cantidad de respuestas que recibimos en cada una de estas áreas temáticas. No significa que sólo el 41% de las personas se preocuparan por las mejoras en la habitabilidad; en cambio, significa que el 41% de las recomendaciones prioritarias que recibimos fueron sobre habitabilidad.
La habitabilidad cubrió una amplia gama de discusiones, incluido el acceso a un cuidado infantil adecuado, el aumento de los servicios de apoyo y la prevención del delito. Casi todos los encuestados tenían una prioridad que entraba en esta categoría, lo que nos dice mucho sobre lo que los Kankakeeanos quieren ver y nos ha ayudado a guiarnos en cómo abordamos el trabajo que planeamos hacer.
El orgullo y el amor por Kankakee que los participantes nos expresaron fue obvio, incluso con solo presentarse en estos eventos para decirnos cómo quieren ver a Kankakee crecer y prosperar. No podríamos estar más agradecidos por cada persona que se unió a nosotros hasta ahora. ¡Pero nuestra comprensión de las necesidades de los residentes no está completa sin su perspectiva!
