The purpose of these development guidelines is to provide a proactive tool for communicating and achieving the future vision and desired character of the Kankakee Downtown and Riverfront District.
Established in 2018, The Downtown Kankakee Historic District consists of 73 buildings located in the central downtown business district of Kankakee, Kankakee County, Illinois. The district is comprised mainly of one- to three-story buildings with first-floor storefronts and upper-floor office or residential space.
The City is leading the effort to improve Hobbie Avenue from Court Street (IL Route 17) on the south to Fair Street (IL Route 50) on the north, a distance of 0.78 miles. Hobbie Avenue currently experiences poor pavement condition, safety issues, mobility deficiencies, pavement drainage deficiencies, gaps in the sidewalk, non-ADA compliance, outdated railroad crossing protection, and lack of bicycle accommodations.
The I-57 interchange at Court Street (Exist 312) is a vital link to the transportation network for Kankakee County. IL Route 17 is a major east-west corridor that links I-57 with I-55 to the east. According to Illinois Department of Transportation, more than 30,500 vehicles per day are on I-57 at Exit 312, while Court Street/Route 17 has more than 15,000 vehicles per day.
In June of 2018, the City of Kankakee adopted a visionary, dynamic and transformative plan for the Kankakee River and adjoining properties.
The City of Kankakee is soliciting proposals for the purchase of a state-of-the art, integrated Community Development Management Software Suite including Planning, Permitting and Licensing, fee collection, as well as an integrated online customer portal. The total Project will include the selection and acquisition of software and hardware, installation, training and maintenance costs to replace or upgrade the current system.

Opening in 2022, the City of Kankakee in partnership with J. Jeffers & Co. is developing a 30,000 square foot business incubator and commercial kitchen meant to serve regional entrepreneurs at any stage in their business. This project includes a new 64-unit market-rate apartment building at the same site.
