As we wrap up 2024, it is important to reflect on what has been accomplished and what is on the horizon for our department. The City of Kankakee’s Economic and Community Development Agency (ECDA) has continued to see growth each year and 2024 was no different. Growth and impact can only happen as a team. We need each other - we are better together! When we wrapped up 2023, ECDA Staff members each reported on what they were most proud of for their year. This year, the reflection is coming from what was observed of them throughout the year by us, the Directors. The ECDA team is an amazing group of people doing amazing work throughout the community! Let’s check out some 2024 highlights….

Yorelly Villagomez 

Yorelly is our most senior staff person at ECDA with almost 6 years in the department! Starting as ECDA’s Intake Secretary and then becoming the Healthy Homes Program Manager in 2023, her knowledge of our department programs is so valuable to the team and our residents. In 2024, Yorelly has been moving through projects more efficiently than the department has seen post-COVID and is on track to wrap up this grant cycle at the end of 2025 having completed over 70 projects, with an average of $14,000 of housing improvements expended per residence!

Over the last year Yorelly has been shining in her department leadership. At times when the Directors are both away for trainings or out for meetings, Yorelly steps up to make sure that the department doesn’t miss a beat! With her knowledge of the programs and her ability to navigate the daily “troubles” that can come, the Directors have been able to be confident the office is in good hands! 

Marlena Temple-Kalafut

The Community Development Block Grant is ECDA’s most robust grant funding source. In partnership with ECDA’s Community Outreach Coordinator, Marlena spearheads community participation efforts that help guide our planning for this grant. Because of the grants structure, the City of Kankakee is able to build and adjust programming based on current resident needs and community health concerns. This means that, as CDBG Program Manager, Marlena is responsible for not only knowing the regulations and procedures of the Federal CDBG program but also stay active in knowing the needs of our community.

While this is a big task, there is no one better for the job. Marlena spends countless hours reading, researching, and attending trainings to ensure that the City of Kankakee is both in compliance with all regulations and that the residents are receiving the best possible programming to meet their needs.

Devyn Forquer

2024 was a VIBE for our ECDA Project Manager, Devyn Forquer! In the first full year of ECDA having her in the role of Project Manager, our department has expanded its marketing and attraction work for Economic Development and community education for our available Community Development programs. Economic attraction work is all about playing the long game and Devyn has spent countless hours building a foundation for this work through branding, website redesign (COMING SOON), and connecting with local and regional developers who will impact the future of Kankakee!

Devyn brings authenticity to everything that she does. Whether we are hosting a Lunch ‘N Learn with 20 attendees or our Annual Luncheon with 100 guests, you can see Devyn’s thumbprint in the communication of the ECDA’s mission and vision. She works on each project to bring it to excellence and has moved the efforts of our department forward. 

Krystal Rose

We were thrilled to welcome Krystal as our Lead Program Manager in 2024! The ECDA Lead Hazard Control grant program assists residents with addressing hazards in their home related to lead-based paint (LBP). As Krystal has been getting familiar with LBP hazards, the grant regulations, and the operation of this program, she has seen the need for educating the community on the hazard that lead-based paint can be. Because this hazard has a higher risk impact on children under 6, Krystal has prioritized work within the elementary schools in Kankakee to talk with students about lead safety. While the housing rehabilitation work is the main function of the grant, Krystal is passionate about the education for children and parents to keep our community safe.

Krystal joined the ECDA team at the beginning of the year during a time of great transition; her predecessor had retired and our offices were moving across the street. While this may have been intimidating for many coming in, Krystal faced it with confidence and an eagerness to be a part of the work ECDA was doing in the community. Since our department is often in new and uncharted territory, Krystal’s confidence in moving forward into the unknown is exactly the reminder the team needs!

Stephanie Barajas

This year brought Stephanie Barajas into a promotion to Administrative Assistant which came with more department responsibilities.  Stephanie rose to the challenge and her leadership has allowed our department to be much more efficient. If you have come to our office, you have likely had the pleasure of interacting with Stephanie as she connected you with the information or staff member that you were looking for. As Stephanie has taken on more responsibilities, the department has benefited from the efficiencies that she has created in our processes, as she works to be a resource for every person that visits our office. 

ECDA could not have asked for a better person to be the first face that residents and partners see when they connect with our team. Stephanie brings a light to our office that is unmatched. Since our department can deal with some heavy work, our perspective can sometimes need some nudging back toward joy and the team can always count on Stephanie to be that nudge. Her compassion makes her such a blessing to ECDA and the community!

Samantha Rocknowski

If you have attended events in the community, you have likely met our Community Outreach Coordinator Samantha. A significant part of the work that ECDA does revolves around ensuring that Kankakee residents know how to access the programs that we have and assist them in wrap-around services offered by our social service and business partners. Samantha has coordinated the department’s Neighborhood Walks Initiative for 3 years now and has expanded the program capacity each year. 2024 was a record-breaking year with ECDA’s and partners’ information distributed to over 6,000 households in the City of Kankakee!! 

Samantha’s love for the Kankakee community is evident in her work and in her relationships. There are few community spaces she could go without running into a familiar face! As the Community Outreach Coordinator, she is the main ambassador for the work that ECDA does and the department is better with her at the helm of this work.

Leonel Jaramillo

Leonel (Leo) is a first point of contact for many business questions and inquiries in the City of Kankakee. He has spent his time with ECDA gaining knowledge of Kankakee resources, as well as, State and Federal resources available to businesses. While much of Leo’s day to day is working with new and aspiring business owners guiding them through the hoops that exist, he also implemented retention visits in 2024 and assisted in building a retention strategy that will expand into the new year! Each month, Leo connected with businesses across each City Ward to hear about their experience as a business in the City of Kankakee. The information he gathered during those visits will guide ECDA in 2025 and help fill any gaps that businesses might have for accessing resources, expansion planning, succession planning, or other business technical assistance needs. While attracting new economic development to Kankakee is very important work, ECDA also understands that small local business is the backbone of our economy! 

Though Leo’s title of Economic Development Navigator may imply that his goals and tasks are business focused, Leo’s passion is with people. Every conversation is seen as an opportunity to help someone meet their goal and move forward with their vision! He has an excitement for entrepreneurship that is rooted in helping people build legacies for their family and community. Leo has personal legacies that he is building within his family but he is intentional to see his impact on the City of Kankakee’s business community as legacy work as well.

2024 Reflexiones

A medida que concluimos el año 2024, es importante reflexionar sobre lo que se ha logrado y lo que hay en el horizonte para nuestro departamento. La Agencia de Desarrollo Económico y Comunitario (ECDA) de la ciudad de Kankakee ha seguido creciendo cada año y 2024 no fue diferente. El crecimiento y el impacto sólo pueden ocurrir como equipo. Nos necesitamos unos a otros, ¡estamos mejor juntos! Cuando concluimos el año 2023, cada miembro del personal de ECDA informó sobre lo que más le enorgullecía de su año. Este año la reflexión fue observada a lo largo de nosotras, las directoras. ¡El equipo de ECDA es un grupo increíble de personas que hacen un trabajo increíble en toda la comunidad! Veamos algunos aspectos destacados de 2024….

Yorelly Villagomez 

¡Yorelly es nuestro miembro del personal de mayor rango en ECDA con casi 6 años en el departamento! Comenzó como Secretaria de Admisión de ECDA y luego se convirtió en Gerente del Programa de Hogares Saludables en 2023, su conocimiento de los programas de nuestro departamento es muy valioso para el equipo y nuestros residentes. En 2024, Yorelly ha estado avanzando en proyectos de manera más eficiente de lo que el departamento ha visto después de COVID y está en camino de concluir este ciclo de subvenciones a fines de 2025 después de haber completado más de 70 proyectos, con un promedio de $14,000 en mejoras de vivienda gastadas por ¡residencia!

Durante el último año, Yorelly ha estado brillando en el liderazgo de su departamento. En momentos en que los directores están ausentes para capacitaciones o para reuniones, Yorelly interviene para asegurarse de que el departamento no pierda el ritmo. Con su conocimiento de los programas y su capacidad para afrontar los “problemas” diarios que pueden surgir, las directoras han podido estar seguras de que la oficina está en buenas manos.

Marlena Temple-Kalafut

La Subvención en Bloque para el Desarrollo Comunitario es la fuente de financiación de subvenciones más sólida del ECDA. En asociación con el Coordinador de Alcance Comunitario de ECDA, Marlena encabeza los esfuerzos de participación comunitaria que ayudan a guiar nuestra planificación para esta subvención. Gracias a la estructura de subvenciones, la ciudad de Kankakee puede crear y ajustar la programación según las necesidades actuales de los residentes y las preocupaciones de salud de la comunidad. Esto significa que, como Gerente del Programa CDBG, Marlena es responsable no solo de conocer las regulaciones y procedimientos del programa Federal CDBG sino también de mantenerse activa en conocer las necesidades de nuestra comunidad.

Si bien se trata de una gran tarea, no hay nadie mejor para realizarla. Marlena pasa innumerables horas leyendo, investigando y asistiendo a capacitaciones para garantizar que la ciudad de Kankakee cumpla con todas las regulaciones y que los residentes reciban la mejor programación posible para satisfacer sus necesidades.

Devyn Forquer

¡2024 fue una VIBE para nuestro gerente de proyectos ECDA, Devyn Forquer! En el primer año completo en que ECDA la tuvo en el rol de Gerente de Proyectos, nuestro departamento ha ampliado su trabajo de marketing y atracción para el Desarrollo Económico y la educación comunitaria para nuestros programas de Desarrollo Comunitario disponibles. El trabajo de atracción económica se trata de jugar a largo plazo y Devyn ha pasado innumerables horas construyendo una base para este trabajo a través de la marca, el rediseño del sitio web (PRÓXIMAMENTE) y la conexión con desarrolladores locales y regionales que impactarán el futuro de Kankakee.

Devyn aporta autenticidad a todo lo que hace. Ya sea que estemos organizando un Lunch 'N Learn con 20 asistentes o nuestro Almuerzo Anual con 100 invitados, puede ver la huella digital de Devyn en la comunicación de la misión y visión de ECDA. Ella trabaja en cada proyecto para llevarlo a la excelencia y ha hecho avanzar los esfuerzos de nuestro departamento.

Krystal Rose

¡Estuvimos encantados de darle la bienvenida a Krystal como nuestra directora principal del programa de Plomo en 2024! El programa de subvenciones para el control de peligros de plomo de la ECDA ayuda a los residentes a abordar los peligros en sus hogares relacionados con la pintura a base de plomo (LBP). A medida que Krystal se fue familiarizando con los peligros del LBP, las regulaciones de subvenciones y el funcionamiento de este programa, vio la necesidad de educar a la comunidad sobre el peligro que puede representar la pintura a base de plomo. Debido a que este peligro tiene un mayor impacto en niños menores de 6 años, Krystal ha priorizado el trabajo dentro de las escuelas primarias de Kankakee para hablar con los estudiantes sobre la seguridad del plomo. Si bien el trabajo de rehabilitación de viviendas es la función principal de la subvención, a Krystal le apasiona la educación de niños y padres para mantener nuestra comunidad segura.

Krystal se unió al equipo de ECDA a principios de año durante una época de gran transición; su predecesor se había jubilado y nuestras oficinas se estaban mudando al otro lado de la calle. Si bien esto pudo haber sido intimidante para muchos de los que asistieron, Krystal lo enfrentó con confianza y entusiasmo por ser parte del trabajo que ECDA estaba haciendo en la comunidad. Dado que nuestro departamento a menudo se encuentra en territorio nuevo e inexplorado, la confianza de Krystal en avanzar hacia lo desconocido es exactamente el recordatorio que el equipo necesita.

Stephanie Barajas

Este año, Stephanie Barajas obtuvo un ascenso a Asistente Administrativa, lo que conllevaba más responsabilidades departamentales.  Stephanie aceptó el desafío y su liderazgo ha permitido que nuestro departamento sea mucho más eficiente. Si ha venido a nuestra oficina, probablemente haya tenido el placer de interactuar con Stephanie mientras ella lo conectaba con la información o el miembro del personal que estaba buscando. A medida que Stephanie asumió más responsabilidades, el departamento se benefició de las eficiencias que ella creó en nuestros procesos, mientras trabaja para ser un recurso para cada persona que visita nuestra oficina.

ECDA no podría haber pedido una mejor persona para ser la primera cara que ven los residentes y socios cuando se conectan con nuestro equipo. Stephanie aporta una luz inigualable a nuestra oficina. Dado que nuestro departamento puede lidiar con un trabajo pesado, nuestra perspectiva a veces puede necesitar un empujón para volver a la alegría y el equipo siempre puede contar con Stephanie para ser ese empujón. ¡Su compasión la convierte en una gran bendición para ECDA y la comunidad!

Samantha Rocknowski

Si ha asistido a eventos en la comunidad, probablemente haya conocido a nuestra coordinadora de extensión comunitaria, Samantha. Una parte importante del trabajo que realiza ECDA gira en torno a garantizar que los residentes de Kankakee sepan cómo acceder a los programas que tenemos y ayudarlos con los servicios integrales que ofrecen nuestros socios comerciales y de servicios sociales. Samantha ha coordinado la Iniciativa de Caminatas Vecinales del departamento durante 3 años y ha ampliado la capacidad del programa cada año. ¡¡2024 fue un año récord con la información de ECDA y sus socios distribuida a más de 6000 hogares en la ciudad de Kankakee!!

El amor de Samantha por la comunidad Kankakee es evidente en su trabajo y en sus relaciones. ¡Hay pocos espacios comunitarios a los que podría acudir sin encontrarse con una cara familiar! Como Coordinadora de Alcance Comunitario, ella es la principal embajadora del trabajo que realiza ECDA y el departamento está mejor con ella al frente de este trabajo.

Leonel Jaramillo

Leonel (Leo) es el primer punto de contacto para muchas preguntas y consultas comerciales en la ciudad de Kankakee. Ha dedicado su tiempo a ECDA adquiriendo conocimientos sobre los recursos de kankakee, así como sobre los recursos estatales y federales disponibles para las empresas. Si bien gran parte del día a día de Leo consiste en trabajar con nuevos y aspirantes a propietarios de negocios, guiándolos a través de los obstáculos que existen, también implementó visitas de retención en 2024 y ayudó a construir una estrategia de retención que se expandirá durante el nuevo año. Cada mes, Leo se conectó con empresas de cada distrito de la ciudad para conocer su experiencia como empresa en la ciudad de Kankakee. La información que recopiló durante esas visitas guiará a ECDA en 2025 y ayudará a llenar cualquier brecha que las empresas puedan tener para acceder a recursos, planificación de expansión, planificación de sucesión u otras necesidades de asistencia técnica empresarial. Si bien atraer nuevo desarrollo económico a Kankakee es un trabajo muy importante, ¡ECDA también comprende que las pequeñas empresas locales son la columna vertebral de nuestra economía!

Aunque el título de Leo es Navegador de Desarrollo Económico puede implicar que sus objetivos y tareas se centran en los negocios, la pasión de Leo es la gente. ¡Cada conversación se ve como una oportunidad para ayudar a alguien a alcanzar su objetivo y seguir adelante con su visión! Le entusiasma el espíritu empresarial que tiene su origen en ayudar a las personas a crear legados para su familia y su comunidad. Leo tiene un legado personal que está construyendo dentro de su familia, pero tiene la intención de ver su impacto en la comunidad empresarial de la ciudad de Kankakee como un legado también.
